As far as I know, that is what is happening in many of the new corperate
blocks around Melbourne and Sydney. A private company will outfit a
building (or cluster of buildings) with fibre optic cable running down the
lift shaft, and just put a switch on each floor that pays cable rental (with
free incentives such as local traffic and phone- ie within the network of
the providers).
If someone thought to do that for some of the trendy inner city apartment
blocks (and found an appropriately minded body corperate), there could be
quite good buisness to be made
