I believe you mean ICP messages from Squid.. not ICMP, if you want to setup up
a cache that looks at the parent purely, and doesn't do ICP requests to that
host, then a line something of the following would do it;
cache_peer proxy.inside.your.business.com.au parent 3128 0 no-query
NOTICE: no-query
