There are HOWTOs on VPNs. I think the main one uses ssh.
One problem that I found with using tunnelling, which is one way of
establishing VPNs is that the 2.0.x kernel only supports 2 tunnels and the
2.2.x kernel only supports 1 tunnel.
Also have a look at Freeswan.
