I had similar problems, and thus gave up on the whole gui [redhat
control-panel & linuxconf] thing and used a manual pppd script;
/usr/sbin/pppd /dev/ttyS1 57600 debug user djbaird connect "/usr/sbin/chat
-v '' AT OK ATDT90000000 CONNECT '\d\c'"
That was until I realised the crap that automatically gets put in the CHAT
fields (in the gui) was buggering it up. I cleared that out, and now PAP
and CHAP both work.
