Stefan,
you won't be hosting a domain or anything else if you get cable, at least
not if you adhere to their contractual arrangements which usually state you
can't serve anything from your site. (I would love for someone to tell me
I was wrong about this.)
If you get a permanent connection (either dialup modem or ISDN) with your
own ip range you can then configure DNS yourself. Most internet service
providers will offer this service if you don't want to have a DNS.
