I think a better scheme would be to create more mailing lists so people can be more selective about what they receive, and each list would have less subscribers and less traffic would be needed. Then you could tell people to take an off-topic discussion to the appropriate list, which is less threatening and less judgemental. Surely the day of the one SLUG list suits all is over.
