Would a winmodem understand AT commands and dial a number?
I wouldn't think so, but I've never seen a winmodem.
serial-howto and modem-howto talks about setting up pnp serial ports,
and also about pci modems, which aren't supported by kernel 2.2.
(you mention isapnp, so I guess it isn't a pci modem card?)
