running redhat? (the bit about switching init levels to control X
seems to indicate a redhat derivative).
if what you're doing is running redhat 6.x and switching back to
runlevel 5 to restart X:
doing that runs /etc/X11/prefdm, which (have a look at it) simply
tries to find gdm, kdm, and xdm in turn, and runs the first one it
finds. IIRC you should be able to log into KDE from gdm though.
I'm not sure what redhat's recommended procedure for making
kdm the default is. You could hack prefdm, or you could simply
modify the last line of /etc/inittab to read
x:5:respawn:/path/to/kdm -nodaemon
