In general daemons that need to be respawned are run by init, otherwise
if you needed to keep it running from an SysV init script, you would
need a shell wrapper around it, entailing another process. Not just *dm,
but also *getty. Oh yes you can cause xdm to exit, there is a special
key sequence for that. And you can make it use any runlevel you specify,
it doesn't have to be 5.
Perfectly reasonable use of init, no conspiracy involved.
