Try adding this line before the cgi-bin section in access.conf
ScriptAlias /cgi-bin/ "/home/mike1/cgi-bin/"
This URL should then work: http://xxx.uts.edu.au/cgi-bin/test?Y=

PS: Apache recommends all settings be in httpd.conf
