You're right - anything _should_ work - and, indeed, on intranets,
anything DOES work.
However, the current heirarchal (sp?) structure is in place, and will
remain that way for the same reason so many other things which seem
senseless now remain in place.
It works.
When the .com etc structure was setup, there were reasons for it - you can
check RFC's to find them. Sure, they might not apply now - but changing 20
or more years of accepted practise is _NOT_ going to happen.
So live with it.
