But the question didn't make sense.
Perl is a programming language.
PostgreSQL and Oracle are database management systems.
Your choice is between PostgreSQL and Oracle.
Your programming language choice is between awk and perl. There is no
competition here - use Perl.
I'm sure lots of other people could help if you gave more info on what
you want to do.
