[SLUG] Security question

I work at a school and I require a yes / no answer
to the following.

School works with Static IP's with over 400
computers in the school.
i want to allow only acertain ip addresses to
reach say HTML mail accounts
and block the rest.

Presently using Squid and IPchains.

looking forward to a quick response
