To what? I don't think you actually asked a question. If your question was
"Can I use Squid and IPchains to restrict access to certain web sites?"
Then the answer is yes, for a day or two.
After its blocked all they will do is find an anonymiser and once you
block that one they will just set another one up somewhere else. But you
might be able to stop most of it, not just all of it.
Also "asking for help or advise" might get you a better response than "I
require ... a quick [yes/no] response".
