Yes, back in the dark ages. You would still have to do this if you
were compiling PPP from source however.

So long as you use some prepackaged format (e.g. rpm) then it isn't.

No you don't need to recompile the kernel. If, however, something strange
happened at RedHat land the kernel and/or the ppp daemon would complain
that `this kernel does not appear to support PPP' or some similiar log
messgage in the usual places.
