You never have to worry about the hardware clock getting out of sync with the
system clock when DST changes happen. When you are running the hardware clock on
local time, even though Linux copes correctly with DST, the hardware clock gets
1 hour out of sync. This doesn't matter as long as the system is running, but if
it's power cycled, the time at bootup will be one hour off. Therefore for
systems running on local time, one should do a hwclock --systohc after a DST
change.
