There have been reports from various places that SEA-ME-WE 3, a major
submursed telco cable was cut about 100K's from Singapore.  Telstra uses
this cable to bear a significant amount of their bandwidth, I wouldn't be
surprised if the other ISPs also leased bandwidth on this cable.

Telstra has the ability to reroute through satalites... I think you may find
some of the smaller ISPs don't...  Last I heard from anybody, Telstra is
running at 75% of their normal capacity by rerouting a LOT of traffic over
satelite links.

And its been cut since Monday morning.
