It's just saying your soundcard doesn't support 96khz sampling...
"HW does not support 96000 Hz sample rate"
HW = Hardware

"closest = 46790"
You soundcard probably only goes up to 46.7Khz

Do you have SB Live! or something to that effect? I think the Audigy's support 96khz.

This should not effect Audacity *if* the file you wish to work on/record is be at a lower rate.
Is the soundfile you're working on 96khz? What was it recorded on? If it is, you might have to convert it down to 44.1Khz.

I know you can convert the sample rate in the later Audacity versions, but I'm not sure it will allow you to load it at all if your sample
rate is higher than what your hardware supports. If it doesn't you may need to drop the sample rate down on the hardware it was originally recorded on before loading it in to Audacity.
