Billion are great. You can get their older models cheaper under the brand "Open". They can even be flashed with Billion firmware if you like. You will miss out on features like Annex M if you go down that route though.
Draytek are the most reliable if you want something really solid, but you'll pay up to 2-3x as much for them.
