This is done simply by removing the corresponding linux-image-X package.

Usually, they're also removed from the repository (and thus become
"local") when the kernel is updated, so in Synaptic, if you go to Status
> Installed (local or obsolete), you should see the kernels sitting in
there.

Removing the linux-image-X packages automatically removes them from grub.
