Buy a pair of Ubiquiti NanoStation M5 units. Cheap as chips, easy web-based configuration, and software platform originates from a modified OpenWrt (source code available, but doubt you will find the need to recompile).

Your friend will want to find a local reseller based in the Philippines. Given that Ubiquiti thrives in that sort of market, you are unlikely to have any difficulty obtaining the hardware.
