I am saddened and disappointed to report that Singapore voted "Yes with Comments" to OOXML.
The ITSC[1]'s XML TC had recommended "No with Comments", but at the council level (ie ITSC level), the vote became "Yes with Comments". The voting received exactly 2/3s majority.
