An install with either of the following:
Ubuntu 8.04 Desktop http://sg.archive.ubuntu.com/ 
Ubuntu 8.04 Alternative http://sg.archive.ubuntu.com/
offers no option for sources except during install when it asks you what
region you are in.

If you choose Singapore you get http://sg.archive.ubuntu.com. 

I have a Starhub broadband account. 12MB Sometimes
http://sg.archive.ubuntu.com is slow 90KB up to 750KB second max.

I have a Singnet broadband account. 1MB Sometimes
http://sg.archive.ubuntu.com is very slow. 0KB/14KB to fastest 60KB
On Singnet 1 never go over 80% of theoretical. 1000KB/1MB 1000/8 = 125KB
I'd expect at least 90% of 125KB or 110KB.

Is my problem with sg.archive.ubuntu.com or Singnet or Starhub or all.

If I use mirror in Japan or Taiwan the speeds are much greater with
Starhub and up to the maximum with Singnet.
My question is why is science.nus.edu.sg in general slow and or
unreliable? Is Singnet slowing the site down on purpose?
Or why, any institution in Singapore would share Ubuntu at such slow and
or unreliable speeds? 

Examples - using apt-get:
k3b 29.1MB in 45s Starhub.             .65MB per second
mplayer 22.4 MB in 30m 40s  Singnet     .73MB per minute  .012MB per
second.
Singnet 54 times slower that Starhub.    Should be 12 times slower.
Typical speeds with ftp.science.nus.edu.sg
