Who is an open source developer in the first place? If it just requires someone to author 100 lines of GPL'd code in order to call himself an open source developer, then count me in. If it requires someone to have gotten their patch accepted into the Linux kernel source tree, then count me out!
Seriously I find it funny when I see job ads which just say "we are seeking exceptional open source developers" when what they actually were trying to say is "our company has been doing .NET all this while, and recently our mgmt has decided to cut costs by switching to opensource software and we have no clue whom to hire". You should maybe pick the 100 most high-profile opensource projects and see how many significant contributions they've received from Singapore devs. Answering this question is not as easy as coming up with no of people in Singapore who have a Linux certification.
