Unfortunately the data is out-of-date (circa 2003-2004) and is likely
quite different now.
On a few of the bigger projects (apache, linux kernel, gnome, kde,
debian, freebsd, fedora, samba) we found 117 unique singapore email
addresses (using IP geolocation).
Of course we are missing out many open source projects...
I may still have the scripts around if anyone wants to renew this (it
requires mirroring many gigs of gmane to do the analysis on)
