Net-snmp is sufficient for most cases. Of course the results are all in raw
numbers, so it's the job for network monitoring apps (OpenView in this case)
to interpret the numbers into something meaningful, then triggering some
alarms, etc. I believe OpenView has it's own agent to install in the
monitored boxes for easiness, plus it has some proprietary MIB counters too.

To reply for your more specific question (out of box snmp alarm on RHEL),
the answer is No.
