Please read carefully the Slurm documentation:

The recommended upgrade order is that versions may be mixed as follows:

slurmdbd >= slurmctld >= slurmd >= commands

You cannot mix 20.02 with an old 17.02 or 17.11 Slurm!

You may upgrade at most by 2 major versions of Slurm.  For example, 17.02 to 18.08, then 18.08 to 20.02.  I have collected information about this in my Wiki page:

Upgrading of the Slurm database must be done really carefully as described in this page.
