Please check if any instance simpleMonitor application is running as background process.  Sometime this will happen, if the program doesn’t close properly. 1. Use Task manager to END the process of simplemonitor.exe and run the simplemonitor again.    (Task manager – process – simplemonitor- select End process) 2. Check if any other application is using SNMP port 161/162.
