I can shorten the cable a bit if necessary but just want to see power up
there for now - 

Is 18V a MUST or could there be something else wrong?

Make sure if you get one at Radio Shack that it outputs DC voltage and
not 
AC. I bought one there without paying attention, and it was VAC. Also 
you'll need to buy an adaptor to make sure it will fit into the
powershot. 
(You should probably take the powershot with you to the store.)
