The symptom I see is the link status graph dropping from 92% to zero for
a second and then jumping back up for a few seconds.  If I'm doing a ping
during this time, I see an timeout during the drop-out, and then they'll
resume
once the graph jumps back up.  I don't know if this is the way the graph
normally handles packet loss or adaptive rate shifting or what.  It's just
a frustrating thing for the customer, who has a link that works perfectly
8 miles out for two days, and then they get < 1K uploads for three hours.
