Thank you, that was the kind of answer I was hoping for. It's not the capital outlay that would be the problem, but becoming a CLEC, getting a license and justifying all of this as a good investment - there's the problem. I'm as poor as a church mouse, but the guy that wants to do this could write a check for the whole thing and not lose any sleep over it.

I think what you want to do is create a full tower WITH cellular radio
system? Yes? First you need to become a CLEC, then you will need a cellular
frequency license. Then, you can get a roaming agreement with the cell
carriers and start getting $$. Expect to invest ~ 2-3 million in fees,
equipment, lawyers, insurance, and a boatload of time.

Its allot easier to build a tower and invite the various cell companies to
deploy on it.

I should have been more clear. There is no tower now. My friend wants to put up a new cell phone tower and WE will own it. Can this sort of thing be done? Can we put up a cell phone tower and get it on the network of other cell phone towers?

The trick is finding out who actually owns the tower. Most cell phone companies have sold all their tower sites to just a few tower companies. So first find out who owns it. Try Fryes Site Guide. they have a online site guide and tower locator service. Get the Lat/Long of the tower you want to find out about and check with Fryes

I posted a question about this to the isp-wireless list last night, but
it never showed up, maybe someone here can answer. The text of the
original post:

I was surprised today to be approached by a local businessman who wants
me to look into putting up a cell phone tower in our community. When I
said I don't even know how to go about getting the telephone company to
let us on the network, he said they pretty much have to.

He definitely has the clout to get things accomplished and we do need
the tower, but I don't know if this is even a feasable thing to do. The
phone companies in this area pretty much ignore us, there's almost no
signal at all anywhere in town. How do I go about finding out more, or
is this the proverbial ant with a <snip> crawling up the elephant's hind
leg?

By the way, one tower site I've been drooling over for my WISP - I think
would be a good place to put a cell phone tower, and I just got the
folks who own it to agree in principal to let me put a tower up there.
