for one tower, it really isn't. for a 1000 towers state wide, A company with
lots of cash could make money at it.

Thank you, that was the kind of answer I was hoping for. It's not the
capital outlay that would be the problem, but becoming a CLEC, getting a
license and justifying all of this as a good investment - there's the
problem. I'm as poor as a church mouse, but the guy that wants to do
this could write a check for the whole thing and not lose any sleep over it.
