Isn't another real problem here the fact that we (users of your equipment) cannot define SNMP trap locations thus anytime an SNMP trap is sent it is sent as a broadcast to the entire broadcast domain? This sounds more like the problem Kirk is trying to articulate --- not security related issues due to the fact that you use SNMP v1 (although, that certainly needs fixed as well).
