Wow. this is not about 14th harmonic - it doesn't work like that - this'll be about desensitised receiver or possible intermod products of a number of strong local transmissions (if its anything to do with this at all). Also this band is normally for keyed transmissions - when the telemetry kit you later described need to send some information (infrequently) it keys the transmitter and modulates the carrier. It would be very unusual for this to be permanently keyed, so most of the time there would be no signal to give you grief. If this transmitter were the source (doubtful) you would see intermittent probs.
