I was a intrigued by this concept so I gave it a try and ended up with a
working setup for an already installed system.
The quick summary for a typical Windows 2012 R2 installation is:
bcdedit /ems onbcdedit /emssettings EMSPORT:1 EMSBAUDRATE:115200

Reboot and fire up the console.
I posted some additional details here:

I didn't try to get this to work with the installation itself but this might
give you some ideas on how to get that to work.

Using OpenBSD in KVM I can use COM0 to use the server console, but is there a
way to change this on Windows so the installation and everyday use for the
Windows KVM can use the server console instead of having to use VNC?
