If your "virtual desktop" was entirely implemented as a userland
process, e.g. Xvnc, then it would certainly be possible to do that.

The Sun Ray Server Software (SRSS) was an example of this model of
virtualised desktop, but it was partly implemented as kernel drivers
so that individual users could open /dev/audio-style "devices" that
redirected into a userland server and sent data across the network to
the terminal (DTU).  This would obviously not be impossible to
implement -- it's all just software! -- but it is perilously unlikely
to be on our roadmap.
