Both are the default settings for /etc/default/nodm, as seen in the
debconf template:

After a quick look I don't find anything in install.sh at
http://git.debian.org/?p=pkg-fso/files.git;a=blob;f=install.sh;h=4dfd11843b07fca6937b147691484a5cb76d008b;hb=HEAD
where these settigns are pre-seeded or overwritten ...
(And I don#t have my FR here either.)

I guess we need to wait for our install.sh specialists.

In the meantime changing
vt7 -nolisten tcp
to
vt1 -nolisten tcp
(since there's only 1 tty according to install.sh but you can check in
/etc/inittab) might help
