I don't know, but it seems the extra library is not directly linked to
tangogps, only to libsqlite3-0, so the problem is that the new
libsqlite3-0 package uses libicu, and that the new tangogps package uses
the new libsqlite3-0.  Not sure if the best fix is to make 
libsqlite3-0 not depend on libicu, or if it's better to make tangogps
not depend on libsqlite3-0, or to let it accept older versions of
libsqlite3-0 that didn't require libicu.
