There is no way I can think of that the SendMessage example works,
whereas the SMSServer app does not...

Have you used the same number as with the SendMessage?
If you run SendMessage again, does it send out the message? Could you
be out of credit? I might say nonsense right now, but I really can't
imagine why SMSServer does not work. And I am not very sure why CMS 10
is thrown...
