Yes, it's reasonable.

The HUAWEI handler also "resets" the modem, which takes time (see  
http://smslib.googlecode.com/svn/smslib/trunk/src/java/org/smslib/modem/athandler/ATHandler_Huawei.java,
 
method init(), CFUN call).

The default handler does not.

I guess, the mistery is solved :)
