I think that you will not find a solution. This from

Objective:

to be able to use Framemaker as publishing tool for Arabic.

Problems:

Framemaker is an excellent publishing tool because it co-operates well
with Trados by keeping the document format after translation.

Since Framemaker does not support right-to-left languages, we have to
make the document formatting and page layout from the beginning for
more than 80% of our projects.

Solution:

We developed the following

1. A Framemaker plug-in using the SDK which handles all Framemaker
problems with RTL languages (character shaping, text wrapping). 2.
Mirrored Arabic fonts.

Now we can use Framemaker with Trados to DTP Arabic Language and save
the client's time.

This from a translation service that has built a custom solution.
