Rule of thumb, allow 300ppi (pixels per inch) for good quality prints, though 
you can get away with 200ppi. That means if you want to print a photograph to 
say 5 inches by 7 inches, you need a pixel dimension of 1500px x 2100px (300 x 
5" by 300 x 7").

There are a number of programs, including Photoshop, and plugins such as 
onOne's Perfect Resize, that can increase the pixel dimensions by interpolating 
(sampling) the surrounding pixels. How successful this will be will depend on 
the size and the quality of the original photograph and the amount of 
enlargement. The process tends to soften the image so a little subsequent 
sharpening using (funnily enough) the unsharp filter in Photoshop will help.
