I use a MiFi (bought from 3 in Brighton four years ago, unlocked per instructions on the web) with an Orange France PAYG SIM.

It was a massive PITA to obtain: mobiles, and hence SIM cards, are evidently considered to be a form of terrorist armament in France, and to get one the shop required an address in France and a landline number, and had to photocopy my passport. I don't know if a hotel address works for that purpose, but I don't think there's any form of checking on that, so I imagine you could give them any plausible address and get away with it.

Once it was set up, it was relatively easy to buy top-ups (any Orange France shop can take your money, or you can top-up online); and although in theory it was supposed to expire after ¿90 days? ¿6 months? without top-up, in practise I found it survived being dormant for a year (I normally go to France once a year).

who basically rent you a MiFi with suitable SIM, at a silly price relative to doing it yourself - but it's not actually a very large sum, and it saves you a bunch of hassle, and you're connected as soon as you arrive.
