The easiest way to move the library would be with an external drive, saves you messing about with permissions. Drag the iPhoto Library onto the external drive, when the transfer has finished you can delete it from your Mum’s user folder.
Log in as your user and rename the iPhoto Library on the external drive to iPhoto Library Mum (so that we don’t replace your library when dragging it back in), then drag it back into the Pictures folder in your user’s home. To swap iPhoto (or Photos if you’re on 10.10.3) between libraries, hold down alt when opening it. Merging two libraries is quite difficult without extra software (and consequently expense). For your hard drive I’d recommend a specialist do it but with the right tools it’s really not a difficult job. If you have a MacBook Pro Retina or MacBook Air, it’s not quite so easy or cheap!
