In effect, that's the 'central store' so you're trying to find out if it gets pushed to particular devices (ie, they are synchronising).

If a device doesn’t, go to settings > apple account > iCloud > disable and enable contacts syncing, selecting to delete all when switching sync off. You’ll loose any unsynced contacts so make a note of any important ones which haven’t synced yet
