He has nothing to work with.  Did you know that 75% of the budget
expenditures are protected by law and he *CAN'T* cut them?  He cannot by law
cut any social programs, or any gvt. Programs.  So what can he do?  His only
option is to raise taxes.  The CA Assembly needs recalling too.
