he wasnt fined for a helmut though he was fined for not yielding the right of way. and your free to have your opinion. but i m also free to have mine and i think fining an 8 yr old child (which if you think about it is a second or third grader) is beyond ridiculous
no kidding, so are most of these zero tolerance rules, which seriously need rethought.
