if you are driving in your car and you goof up and hit the car in front of you, it's an accident, but you are still responsible it and you are still fined. Same general principle applies. Accidents do happen, but in cases where accidents cause damage, you are fined. It shouldn't matter what age you are.
but an adult in a car is CONSIDERABLY different than a little kid on a bike.
