If he's peeing on stuff only if it is on the
floor, and pooping outside the litter box is usually a sign the litter box isn't
as clean as the cat would like and/or he doesn't like the brand of litter.
Have you changed brands recently?
If it's not infection, the litter box is the
most likely culprit. Particularly because he's only peeing on things left
on the floor. It may be that you need to try a different litter anyway
even if it hasn't been changed recently.

He is 14 and is
marking/peeing on things. He has been tested for infection, etc..
nothing.
We can't leave
anything on the floor: laundry on the laundry room floor, my kid's
backpacks,toys, books, shoes. he doesn't just pee on the floor or carpet
(actually has never peed on the carpet). But he will pee on an object left on
the floor. It's behavioral..but we have no idea why. It started several years
ago. But he would stop for long periods of time. Twice we attributed it to a
stray that was hanging outside the house. We figured he was marking. The stray
went away, the peeing stopped. Now he is back to it and on a daily basis. Well
as long as we keep everything off the floor, he is fine. But he poops next to
the litterbox or on the side of it at times too.
We are frustrated and
on top of it.. gave away our other cat thinking it was him.
