You have not deployed the service.  There is a GUI admin tool to do this, or
you can use the command line

    java org.apache.soap.server.ServiceManagerClient
http://127.0.0.1:8080/soap/servlet/rpcrouter deploy dd.xml

where you replace dd.xml with the name of the file containing the deployment
descriptor.  To see a list of deployed services, run

    java org.apache.soap.server.ServiceManagerClient
http://127.0.0.1:8080/soap/servlet/rpcrouter list
